"Culture in EU external relations" - the Committee of Regions calls on stakeholders' opinions to draft its opinion paper on the joint declaration by the European Commission and the EU High Representative for Foreign Affairs and Security Policy.

Last June, the European Commission and the EU High Representative for Foreign Affairs and Security Policy have released their 'Strategy for International Cultural Relations', making culture a new positive paradigm for international relations. Stressing the importance of culture in EU external relations can help in overcoming the traditional notion of "clash of civilisations" (Samuel Huntington) to turn it into an "alliance of civilisations" (Federica Mogherini) : in other words, culture enabling mutual understanding rather than lighting up geopolitical tensions, or culture triggering sustainable peace in international relations.

There is no doubt culture can have an invaluable impact in today's complex geopolitical context; but how do we, elected officials and policy-makers at the local level of governance everywhere in Europe, can throw input into the ways the EU wants culture to be at the heart of its international existence? How should it be implemented so that local levels of governance make the most of this new EU Strategy? The European Committee of the Regions (CoR) is drafting an opinion on Towards an EU strategy for international cultural relation (JOIN(2016) 29 final). The opinion will react to and bring forward ideas from local and regional point of view to the guiding principles and strands for action proposed in the blueprint in order to fully use the potential of cultural relations in external relations.

The CoR has invited LIKE to contribute to this essential question on Thursday, October 6th ; and so that LIKE can be a transparent spokesperson for its members, we are now calling for your contributions and opinions.
